The NORSURV consortium consists of the Norwegian Institute of Public Health (NIPH) and the Norwegian Directorate of Health (HDIR), working together to enhance health surveillance and early warning systems.
Norwegian Institute of Public Health (NIPH)
NIPH is the coordinator, main beneficiary, and competent authority for the NORSURV project, leading all work packages and conducting most of the tasks. It brings expertise in fields such as epidemiology, microbiology, immunology, vaccinology, statistics, modelling, bioinformatics, health psychology, health economics, evidence-based medicine, laws and regulations, IT, and digitalization. The institute engages specialists in surveillance, epidemic intelligence, and IT architecture to ensure the project’s success.
Two of NIPH’s divisions play critical roles. The division of Infection Control focuses on preventing, detecting, and investigating infectious disease outbreaks. It operates a national lab for high-risk pathogens, monitors epidemiological trends nationally and internationally, and supports local health services in outbreak response. This division is committed to advancing digital transformation and AI-driven approaches for data analysis, reporting, and public health innovation.
Division of Health Data and Digitalization manages health registries, population-based surveys, and biobanking, while driving the modernization of NIPH’s infrastructure. It ensures data quality and compliance and conducts research using health registries, including genetic studies. The division also contributes expertise in IT systems to enhance health data handling and analysis.

Norwegian Directorate of Health
HDIR serves as an affiliated entity in the NORSURV project, offering vital support in health registry and personal data protection laws in both Norwegian and EU contexts. It provides guidance on digitalization standards for the health sector and advises on the needs of health authorities regarding surveillance outcomes and early warning systems.
